She cannot become president by states delaying. It simply will not happen. That's not how it works in the US system. You can use Florida and the supreme court as the most recent example.

Yes. The requirements are a president is elected no matter what.

That is why Florida in the bush vs gore was decided by the Supreme Court even when counting wasn’t finished.
