I think all police departments use hollow points. It's only the military who can't use those due to some outdated treaty obligations. This is just what 9mm hollow points do.

The whole situation is weird. Cops don't stop him from walking away. Then one shoots him in the back 7x. It's like he was trying to kill him but couldn't get it right. If he wasn't trying to kill the perp, wouldn't 3 or less shots be enough to stop the guy?

Perp was probably blocked by the car behind part inside. Only his left lung could be but I would guess.
