Every living person in our country knows that you have to comply with police directives when you are being served by them. If you personally decide to chose to ignore their directives, and their training kicks in which tells them that they, at that point, are in harms way with highly possible jeopardy to their lives, then you just made a life changing and possibly ending life choice. That guys decision cost him plenty, and unless he was mentally deprived, he knew ahead of time that it would. Senseless, but that one is not on the police, but rather on the utterly irresponsible man who was shot. He played, he payed.
