Well, if spec ops couldn’t reliably get headshots in their training to prevent suicide vests from going off, it’s not reasonable for cops. (Spec Ops went to a different tactic for that problem, don’t remember what though). Cops do need to spend more time at the range in general though.
That's how I was taught and what I've taught to others.
The head is hard to hit unless stationary, the trunk is where the explody stuff is, the thighs are fairly easy to hit and shredding them means that the attacker can't move closer to you.
Shoot that sucker to the ground and then get distance and cover ASAP. Never know who or what is gonna trigger the explosives.
Fortunately never had to do it, but makes sense to me.

Suicide bombers? Shoot em in the legs, then you leg it.
Then they shoot back, and sometimes they need to advance or not retreat at every hostile. Plus legs aren’t always visible or hittable either.
