That's actually the Minister of Justice for Estonia. The guy in the dress is neither of those two's kid. He was winning an award for his organization, "It's Not Okay," he wore the dress to create a controversy and get media attention. His organization is trying to bring attention to Estonia's low age of consent. It's fourteen.
