I presume the city is paying their electricity bill, too. It's insane how high your bill can go in NYC during the summer when you run an AC. When I lived there, I would beg my absent-minded roommates not to leave the AC on when we weren't home, because I was a working stiff and couldn't keep up with the payments from Jun-Aug.
Next they will have rolling blackouts, so it won't t matter.
