No state will prosecute a person for doing this at this point. Virtually every state allows you to cast a provisional ballot without surrendering your mail in ballot. It will take months to resolve the accounting of provisional ballots and there will be massive fraud.

Seriously, if he knows this is going to be this big of a problem and is going to result in a compromised election, he has to be considering drastic measures to preserve the republic. That means utilizing the NG and military throughout the country to insure safe and fair ballot casting and counting. Federal agents should be deployed at postal offices to monitor fraud and other shenanigans. I'm sure what Trump's team is thinking is at what point would or should they pull the trigger on that kind of intervention. To do so before the election could negatively impact his own ability to get re-elected fairly. If I were him, I would think about deploying this strategy secretly on election day and the days following. Nothing to lose at that point.
If the states have the legal authority to do what they're doing, which I believe they do, his hands are tied.
Hands tied or not, other presidents have taken drastic steps that go outside the normal bounds of constitutional procedure. I'm saying if the crisis is such that it threatens to destroy the nation's democracy and republic, would Trump take these measures? His hands are only tied if he plays by established norms and procedures.

The goal is to generate millions of provisional ballots that will take months to process. Most states allow a provisional vote to be cast in person even without giving up the absentee ballot or mail-in ballot. There are no legal ramifications in any state that I can find against a person mailing in a ballot and also voting in person ("Oh, I forgot that I mailed it in..").
