It's really "no child gets ahead." Because it's much easier to neglect high performing children and let them stagnate then to bring up low performers. So they classify the low ones as ADHD/Special Ed, neglect the high ones and teach the rest to the test. The rest of the time indoctrinating them into Marxism.
