If President Trump jumps in now and puts the hurt on these riots, they’ll accuse him of being Hitler for taking control. He’ll give the states a chance too not be so stupid and stop it themselves, or ask for help. Eventually, governors and mayors will get tired or scared of watching their states burn to the ground and will do something....I hope.
He has offered multiple times to have the National Guard restore law & order, but the Dem governors and mayors refuse the assistance. The riots sit squarely on the Dems.
He could invoke the Insurrection Act and overrule them, but he probably doesn't want that step yet. He did correctly deny them Federal money for rebuilding. If Trump loses, Biden could reverse that decision.
The National Guard was in Kenosha yesterday evening, but it didn't seem to help much. The commercial districts were already completely torched and now BLM/Antifa is going after residential areas.
I think he is not enacting a harsh crackdown on the violent communist revolutionaries because:

Sounds plausible but maybe a bit overoptimistic. This theory would require bill barr to have brass balls and we know that is not the case.
Barr is only in charge if you come at this from a Federal point of view... if you come at it from an insurrection point of view, Trump is in charge.
