In Chicago, all the government is in downtown. This includes city, state, county, federal. Of course, this is the safest part of town with security and drives all the prices high from taxes, parking meters, parking ($36/day example), and more. If you move new Federal leases just 4 miles south to the "Opportunity Zones" aka public housing, crime ridden area, that will help those neighborhoods as more investment will be poured in those areas. It will also help save Federal Govt money as rents are much lower in those areas. Of course the govt workers will be pissed as they now have to switch their commute from the nice part of town the bad part of town.
