the national guard can not stop them. I don't know what can...you can throw explosives at the police and national guard and they will not do anything but tear gas at most.

If they do not get the basic respect of being some type of authority then you can't beat these people.

On some sort of civilian backlash will get this AND you need the cities not to arrest the civilians that fight back
