I did a little research and hopefully I can shed some light on Mail-In voting situation for the 2020 Presidential Election. Hopefully this will allow some of us to take action and call our Governors’ offices, or organize in some way against potentially unlawful practices. Please let me know if you believe any of the information I am posting is incorrect.
To start, I found this list of state voting policies on The Hill, and from what I can tell it is accurate, save for the fact that on the “all mail-in voting list,” Nevada, New Jersey, California, and the District of Colombia should be added:

Extra research on states: NY: Andrew Cuomo passed an Executive order in April in response to COVID which mandates absentee ballot applications be sent to all NY's voters. If you return the application, the voter receives a (I am assuming pre-paid postage) ballot. (source: https://www.vox.com/covid-19-coronavirus-us-response-trump/2020/4/25/21236389/new-york-kentucky-expand-vote-by-mail-coronavirus) Here is Cuomo's office number: 518-474-8390 opt. 2 (hrs. 9-5pm M-F) and his fax number 518-474-1513 to tell him you believe the Executive Order is an overstep and is incongruous with the fact that people may mass protest, go to the DMV, and buy wine at Trader Joes but apparently the health risk of voting outweighs the its safeguarding from potential abuse. The Governor’s office clearly does not want to speak to me in person as they keep forwarding me to the Board of Elections who, in their own words, "don't make the laws and the Governor’s office is who you should speak with.” Additionally, I have garnered that it is highly likely that more legislation will be passed before the election, specifically the use of mail-in drop boxes which already see use in California, Oregon, Colorado and a few other states (direct source: NYS Board of Elections and https://nypost.com/2020/08/07/proposed-law-would-require-ny-boe-to-provide-drop-boxes-for-voters/) I wonder who will be monitoring these… Their locations will be revealed when they are set up.
NC: Unsolicited applications are being sent in North Carolina by Center for Voter Information (CVI), founded by Page Gardner who is also the founder of Women’s Voices Women Vote Action Fund and the Voter Participation Center. Her wiki page illustrates her high level connections with the likes of John Podesta (wiki source: https://en.wikipedia.org/wiki/The_Voter_Participation_Center#2004_election) From a brief overview Page Gardner and her organizations’ practices land in hot legal water on occasion as they broke NC state law by having personal information pre-filled(source: https://www.wgrz.com/article/news/politics/some-nc-voters-are-receiving-unsolicited-absentee-ballot-request-forms-in-the-mail-heres-why/275-c90a706a-1d0e-47f0-8922-3b68028a7750)

NV: Nevada is a state that has sent 2020 mail-in primary ballots and 1/6th of those for Clark County were sent to outdated addresses. They have recently approved a plan to send absentee ballots to all active voters! TL;DR: at least 8 states are automatically sending out ballots to everyone. Many other states are sending out applications for mail-in voting and require no excuse (or to simply cite WuFlu) and in some states, third parties, like The Voter Participation Center (leftist organization), are sending out unsolicited absentee mail-in vote applications.
