The Italian government has close ties to the CCP. Even had Chinese doctors being flown in to help them. Though full city lockdowns took place in China the Italian lockdown really set the tone for western countries to do the same.

The media used that lockdown because it had better access to it (China isn't media-friendly) tp really spread the fear throughout the western world.
