Obviously they don't mean making the riots stop by actual police and military force.

They are essentially admitting that these rioters are only rioting because Trump is in power. And either Biden gets in power, or the riots will continue.

Most Americans don't like to be threatened with violence into making a choice. I hope this backfires with a vengeance.
