At some point, the rioters were chasing one of the armed citizens, pay attention to the man you see running with the rifle at around 0:10 - he is being chased and shortly fires in defense.

It actually (IMO) confirms that it is the same guy. It's hard to see because the video compression is awful, but if you watch in the background right after the shooting, you can see green shirt guy's green head wrap thing go from right to left behind the car, then green shirt guy appears on from the left a moment later. Green shirt guy pulls out his phone (presumably calling 911) and you can hear him say "I just killed somebody" as he's running past the cameraman.
What I think happened is that the guy who got shot was chasing green shirt guy, who ran between the cars. Green shirt guy turned and fired, then looped back around the car.
Then he fled when he realized he probably just killed that dude and the mob would find out shortly.
