it can be done, but its sorta complicated. in desktop browsers, you can go to web development tools by pressing f12, then hit network tab, you will see all web requests your loaded page makes. reload the video page with F5, and play the video from start to finish.
requests with extension .ts that will appear in request list are small chunks of video, you can download them by doubleclicking a link in the list and later glue the video in video editing software.
There are tons of web downloaders. Some even will give you a link and host the thing for a period of time, iirc.
You can probably check Github for the latest and greatest software you could run to do the same.
I haven't checked in a while or I'd tell you which one.
Youtube_dl was my favorite back when I was ripping from the web but I hesitate to recommend as it is set up to download from YT by default and is CLI, which can be scary to some.

that's a plastic bag - the "flames" are sliding with the object as it slides across the ground. Flames would spread and engulf. You can see the bag on the ground in that spot in all the other videos that come after
Maybe you are right. Very odd how a plastic bag would be illuminated to that level. In the end this is all an investigation for the police whether or not to press charges against the rifleman.
