It is right when they jump on him, the sk8er boy gets shot and this guy freezes in place for a moment, both hands in the air, then the shooter lowers the weapon and then this guy jolts back in action trying to reach for something (maybe just disarm the shooter, impossible to tell) and that is when the shooter reacts and shoots him quickly in the arm. The shooter had this dude locked on moments before and tacitly accepted the surrender.
I just have to say I'm super impressed with his restraint and judgement in the heat of the moment. He had to identify who was an immediate threat to his life and who wasn't out of a crowd of people within just a few seconds and he pulled it off flawlessly.
It's really cringe when you see someone talking about how we should xyz but can't use English correctly.
Same for people who pronounce "etc." as "ed-sedera" or "eggsedra" , instead of "et. cetera." (literally, "and the rest")
This last one surprises the hell out of me when someone who I think has otherwise good points and is generally observed to be intelligent uses it incorrectly. The point being (typos aside) there are people out there (eg. me) who are going to second guess you if you can't use English correctly.
By the Geneva Conventions, medical personnel can NOT engage in combat except in immediate self-defense or defense of the wounded. And no, attacking someone first does not mean you can claim self-defense post facto.
I know it's not you saying it, but yeah.... If they don't feel the need to obey the Geneva Conventions, why should we (muh chemical agents)? Their marked medics instigate combat, they have not distinguishing uniform, etc. They obey none of the rules.
And in Portland, use of lasers to blind, which is against the Geneva Conventions. They have no regard for law. But if they choose to be lawless, there are consequences.

Antifa is using “Medic” and “Press” gear to avoid capture and for optics when getting arrested. “Look! They’re arresting journalists!!!” 10 seconds earlier they were throwing bricks.

Bear in mind that medical personnel typically don't engage in combat and that is why they enjoy differential treatment.
