Videos I've seen so far is guy with a rifle is running away, like legit running in retreat while someone throws a flaming projectile at him and chasing. They get obscured behind some cars and that's when he shoots. Then you see the rifle guy immediately on the phone, presumably calling to report the incident, but a crowd forms around them so he takes off. In the video where he shoots this guy, he's once again being chased and is knocked to the ground and shoots from the ground while one person tries to jump on him and kick him, and this guy carrying a pistol runs up to him before getting shot in the arm.
