Here you can see the guy raising his hands up, but the moment he notices that the shooter seemingly stops paying attention to him for a split second, he tries to charge at him from the side and gets shot for that. I guess he wanted to disarm him or something because if he wanted to kill him I don't see a reason for him to come so close when he had a handgun

You'd be wrong to assume that these people are thinking with any kind of reason at all.
I'd imagine poorly trained handgun guy doesn't want to get in a firefight with a rifle, so he figures he'll sneak up on rifle dude and go for a headshot. Rifle dude catches him though, so handgun guy does the "hands-up, just a medic" maneuver.
Then when rifle dude lowers his aim, handgun guy fucks around and finds out.
