I'm of the opinion that it's a result of being descended from slaves. Obedience, disconnection from the family unit, distrust of outsiders, distrust of the educated, low intelligence and enhanced physical ability were all enforced on or even bred into them. The Jews coming out of Egypt had similar issues, though, and overcame them. And financial compensation would only exacerbate those problems, not solve them.
The question is: How does one heal an entire culture of what amounts to a collective mental health issue? Britain is another good example of the problem. I'm convinced the British are collectively suffering from a form of cultural PTSD from the World Wars. It explains their strong aversion to guns and deviation from traditional values. They've abandoned the values that won them their continued existence. That doesn't just happen without an underlying cause.

Because Asian people aren't replacing fatherhood with welfare and raising large percentages of their children in single-mother households.
There are differences between the races, but it's a drop in the bucket compared to the cultural differences and the absolute horrors of single motherhood.
Start looking when each ethnic group went from hunter-gather bands to agriculture and civilization. Asians did is just before Caucasians (by about 1-2000 years) who did it much before Blacks (by around 8000 years). That changed who "won the women" and changed the genetic trends.
