So weird. I saw the video of him turning himself in to the police. If they thought he was dangerous or guilty, why didn't they take him into custody? The police just....let him go home? Then the DA comes after him and claims he was fleeing across state lines? Something doesn't add up....

You could try reading the article where it specifies that he walked to the police line after the shootings and was allowed to leave without being arrested.
He apparently then went home (which the article admits is only a 30 minute drive away, yet they still go to pains to label him as being from "out of state"), after which an arrest warrant was issued and he turned himself in to his local PD.
Despite that, he's being charged with "evading arrest". Like, WTF was he supposed to do? Loiter around Kenosha for a couple days waiting to see if the police decided to charge him?
I presumed you were referring to the same article that was also on the front page reporting on his arrest, which was how you knew he was arrested in Illinois.
