The Constitution is the framework of the nation. Local governments (i.e. cities, towns, etc.) are within the nation but regulate themselves within the bounds of what is allowed by the Constitution, and the laws and constitutions of their individual states.
Your local police force is paid by your local government. This is about as close as you can get to organized, standardized civilian force under rule of law. Mileage varies depending on the size of your locality (city vs town).
