The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Your state and local governments have far more power than the national government. Despite this broader power, your local government is less likely to abuse it on the theory that your mayor and other local elected bodies are your neighbors, thus such rule is the best reflection of the will of the collective local community.

Imagine not understanding the States are what hold most of the power, the federal government designed to be very limited, and anything outside the designated purpose written for them through the constitution, remains for the people/states.
