Why is his possession of a long gun illegal? And open carry is legal in WI. Anyone saying that he is violating the law by being 17 or open carry are wrong.
Now the guy shot in the arm... shouldn't have it. And, pretty sure he was not open carrying but concealing in his pack. Another big violation. Pretty sure I saw him on video reaching for the gun from his pack while chasing the shooter down the street.
