The impression I got was that the gate agent didn't know it was an FAM and the guy didn't want to out himself and blow his cover to be able to wear his preferred mask. That means this is probably one of the more candid actions showing how they treat ALL passengers, so they've likely done this before because they think they can get away with it.
Since when do they get to deny a FAM boarding? Have the FAA ground their asses.
