Because they insisted on being involved in the reconciliation bill drafting after it passed separately in both houses, and they wanted an easy way to implement an "instant check".
Then the NRA spent the next 20 years screaming and demanding more money in order to stop BATF from abusing the database that the NRA insisted be created.
