its hard to tell what fully happened at the end. from my point of view it looked like the cops wanted to get down the road to get too the shooting, while he was trying to turn himself in, or expected to get arrested. at the end it looked like he was trying to talk to the officer in the car but they looked preoccupied. hard to tell if he turned himself in at the end or the cop car drove off to the shots down the road.
