I read from a lawyer on Twitter that "fugitive from justice" is a generic term of legal art used to justify arresting and detaining someone for extradition when they haven't committed a crime in the arresting state. Has nothing to do with illegally running away from arrest. So IL arrested him as a fugitive from justice because he is wanted in WI but hasn't broken any IL law.
