Licenced ham (not HAM) (i.e. licenced amateur radio operator) here. Your pessimism is a bit extreme. While it is true that the FCC can monitor you, they rarely do. The only time they actively pursue someone is if there are complaints. Such complaints (https://www.fcc.gov/reports-research/guides/amateur-radio-complaints) typically come from other hams who have detected a serial airwaves abuser. For example, someone who deliberately and habitually interferes with other hams' operations or blatantly doesn't follow the myriad rules that govern ham radio. Ham radio is largely self-governing.
One of the rules is that you must self-identify with your call sign every 10 minutes. Your call sign is available for lookup in several public databases (e.g. https://wireless2.fcc.gov/UlsApp/UlsSearch/searchLicense.jsp or https://www.qrz.com/). If someone doesn't identify every 10 minutes, eventually they will get snitched on by some other ham. Legit ham operators always stay in their designated frequency bands: (http://www.arrl.org/files/file/Regulatory/Band%20Chart/Band%20Chart%20-%2011X17%20Color.pdf). Non-legit operators get doxed to the FCC (as far as possible since they probably aren't providing a legit callsign). Any moron stupid enough to transmit on military or police frequencies gets what they deserve. But, if you follow the rules, you're basically going to be under the radar in terms of tracking (but it is always wise to remember that anybody within "earshot" can be listening). There are a lot of ham lurkers. Your "safety" is mostly due to FCC short staffing, ham etiquette, unreliable propagation, and the difficulty in triangulating without several transmission incidents over a good period of time.
All that being said, over the past few years, interest in ham radio has come more and more from preppers and less and less from electronics experimenters and various other ham specialties (like moon-bouncers). Ham radio is a skill that needs to be practiced. The only way to practice is to get on the air. That involves technical and procedural training. When the shit hits the fan, it could be very useful being a trained ham. At that point the rules may not matter anymore. But in the meantime (while the FCC and their rules exist), we play by the rules and learn the vital radio skills that we may really need someday.
