It's always someone who has the field discipline of ketchup. They don't put on gloves. They don't clear the injured area. They don't assess the injury. They just run up and start throwing shit at the injury.
The battlefield is different than urban warfare in a 1st world country. If you get shot in the head in Iraq chances are you aren't going to make it to high quality brain surgeons before the hypoxia kills you. But if you can speed someone with a brain wound directly to an American hospital within 5-15 minutes there's a significant chance they can be saved, depending on where in the brain it was shot(aka not the midline). There will likely still be lasting brain damage but don't let your previous experience and training get in the way if your fellow man gets shot in the head. Many people in the us die from brain wounds who could have otherwise been saved but bystanders just stood around and say "yep he's dead, no chance" instead of taking steps to save their life. People who have seen too many movies and assume a bullet to the head means instant death.
Black tag is for the morgue, sometimes they are still breathing but nothing can be done to save them. Give morphine and pray.
Red tag = immediate medical aide is needed to avoid death. This gets the highest priority when resources allow. Life threatening injuries
Yellow tag = serious injuries that need attention but are unlikely to kill the patient in the next 15-60 minutes. Non-life threatening injuries
Green tag = "walking wounded" or people with minor injuries who can walk themselves to further medical care. Also people with the lowest level of injuries who will wait the longest for emergency care. Scrapes, minor cuts, ect.
Worse I saw of a black tag was a motorcyclist who got sideswiped. He was on the ground mostly fine but the strike to the chest must have tore his lungs right up. He was conscious but he had blood pouring out of his mouth like a faucet. You could see his eyes moving and he was struggling to react but there was literally nothing that could be done and a minute later he was dead.
I'm not sure if there are any images of the exit wound (didn't care to try and find any myself) but if you've seen pictures of that one dude's arm that is probably what happened inside the other guy's head. I don't think there is anything to do in that case.

The skull is a closed system and if the vessels that normally drain blood out of it are cut the body is bleeding into a closed box. You plug the only release valve and pressure is gonna build inside leading to more damage. But I dunno. That's just my gut thought.
Only thing you could do for him is keep his airway open, ventilate him, and keep him topped off with new blood to replace what he is bleeding out. Then CT, MRI, EEG, to assess what limited function is left while to encouraging his family to pull the plug.

Guns jam all the time, for any number of reasons. Maybe the last cartridge doesn't eject quick enough before the slide rechambers, maybe the bullet jacket is slightly deformed, maybe there's dirt/powder residue build up in the barrel, etc. Some guns jam more regularly than others. Some jam real quick, like they could be brand new, and jam somewhere on the first or second clip. Even military grade rifles have to deal with jams here and there.
The good news is that jams can happen more often with people like the guy who got his arm blown off, because they generally don't do regular maintenance on their guns, and also generally aren't practiced at clearing jams, so when it happens they don't know what to do, or are slow to clear a jam. Most of them just think a gun can continue shooting forever without issue as long as they have bullets and pull the trigger. Jamming has been the downfall of many criminals inexperienced with guns.

He was definitely still alive when the cameraman got to him, his head was moving around but he wasn't coherent. I can't tell if his head was grazed by a bullet and he was shot elsewhere, too or if he suffered a critical head wound that left him dazed for a minute before ultimately succumbing.
He was braindead instantly. Effectivly dead. When the cameraman rolls up his eye movements are not voluntary and you can hear him agonal breathing. Even an actual medic not shoving skull fragments into his brain couldn't have saved him.
There was a video one of those wing-suit guys shot where he crashed into a fence in an alpine meadow. Cow bells and the same breathing sounds this guy was making are all you hear after the crash. He was dead on impact in that case, this guys body was still going for a few breaths as well.

There are so many times that the bad guys get away and justice is delayed, or they even sue their victim. It is refreshing when something like this works itself out and the good guy wins.
