Because the only reason they see to use a gun against any person is when the person shoots first. No shots from the victim = you can't shoot him. I am not kidding. This is their standpoint. They debated on this issue for hours. This is their final standpoint.
I don't live in Germany full time but, I have duel citizenship. I live in America for 48 weeks out of the 52 weeks in the year. In Germany, the police can only shoot the suspect if they shoot first, have a hostage that they won't let go off, or it's a suicide bomber. The policy, of course, is not working, if a gunman stormed a building the police would have to wait for the guy to start killing people before they could shoot him. I can't tell you how many lives would have been saved if this wasn't national policy. Countless people have died because of the strict rules of engagement. The German version of SWAT teams has the same rules of engagement. It's bullshit.
