You're on the ground, enemy combatants are attacking you, the next head strike might be the last thing you ever feel in this life. How many people would have just opened fire indiscriminately at that point. Kyle showed AMAZING restraint.

I may have just lit up the whole block, then again it's always difficult to judge in hindsight especially when you weren't there. He did show some amazing restraint combined with superb handling. That mob of idiots are lucky that he didn't just go into full rampage mode.
