Yes, it's legal. There ARE lots of rules you have to follow about how to store/carry your weapon (especially in Illinois) but the gun is legal to own and it is legal to transport as long as you follow the storage rules.
17 is legal and open carrying is legal in Wisconsin. Going across state lines, depending on the reciprocity laws between the two states, isn't an issue.

Yeah, Chicago especially is ridiculous. Wisconsin has pretty good gun laws though.
