Patching up the wound is one thing. Whether that arm will be of any use is a completely different story.

Also, there are cases where the limb is damaged, useless and keeps the person in constant pain and they just tell the doctors later on - fuck it, cut it off.

Modern medicine can do wonders with stem cell treatments to regenerate tissue, but it'll probably cost him his other arm, and a leg, lol.

Yeah, he's never lifting that arm again. This is just enough to stop it from bleeding out. The muscle is gone. There's nothing there to reconnect. That arm is in a sling for life. He will still be able to use his hand, but lifting his forearm is impossible.
