There are plenty of areas within 30 minutes of me that I would consider "local". I've got friends and family who live 30+ minutes away, and I would come defend their neighborhood in a heartbeat if Antifa rioters were threatening them.
There's nothing criminal or unusual about him being in Kenosha, and I don't understand how he could be "evading arrest" when the Kenosha cops let him go and he then voluntarily turned himself in to his local police once the warrant for his arrest was issued. What was he supposed to do, just loiter around Kenosha for a couple days waiting to see if they decided to arrest him after all?
