There was a good article a few years ago about how tribal societies have a phase where new ideas and success are seen with envy by everyone else and this mindset stymies growth and selects against ingenuity and intelligence.

I can't seem to find it anymore but it was like "The green eye of envy and tribal societies" or something like that.
