There was a good article a few years ago about how tribal societies have a phase where new ideas and success are seen with envy by everyone else and this mindset stymies growth and selects against ingenuity and intelligence.
I can't seem to find it anymore but it was like "The green eye of envy and tribal societies" or something like that.
Largely environmental, though environment does affect gene expression so it's no simple feat to disentangle the two.
Now imagine that continent's population exploding in the next 30 years to twice what it is now.
