They will probably start using tranquilizer guns, miniguns with XREP rounds, Fentanyl based knock out gasses, direct energy weapons, net launchers, and sticky foam that will be fired from various turrets in their MRAPs. They will also probably pass laws that require all cars to have a remote disablement switch installed so that police can just remotely shutoff and lock cars.
That shit is not reform but rather an escalation of the monolopy on violence. However, this is the only option the commies are leaving the police if they are rioting over armed felons who violently resisted arrest, shook off a taser, disobeyed every order they gave to descelate, and tried to enter his vehicle for his next violent suprise.
