I just cannot fathom what the hell "shot in the arm" guy was thinking. He had you dead to rights. No matter how fast you are you are not going to be fast enough. All he had to do was slowly walk backwards with his hands still up and he would not have gotten shot. How stupid is this guy?
He was playing hero, hyped up in the moment. You can see him go from hands-up to trying to shoot Kyle right before his arm is blasted. He's VERY lucky to not be dead-guy #3.
Now, if he had a brain, he wouldn't have charged in that close, and rather shot Kyle from a distance, but lets all be thankful paramedic-hat is really stupid.
