...I never had a cool down issue during Eternal. Just so I am clear...the issue wasnt the Super Shotty, the gameplay loop allowed you to comfortably use only the weapons you wanted to just about all the time (Siege cannon and SS to be the most popular, along with sentry turret on the minigun).
Eternal changed the formula to make you think on your feet. Also, Doom 2016 didnt even have the blood AOE punch, thats completely new. The removal of ammo made you play with more foresight. No ammo? Chainsaw (hence why gas for it regens now). Need health? Melee. Armor? Flamethrower. Its more a ballet of hyperfast death while jumping around an arena murder porning everything.
Melee in Doom 2016 was garbage also...except for the glory kills. It didnt change during the jump from 2016 to Eternal. You can still Glory kill pinata the shit out of everything.
Again, you dont have to like it. I personally LOVED the change. My first playthrough I jumped right into Nightmare...holy shit that was hard as fuck. I had to get to grips with the new systems fast and when I did, it became that ballet (with lots of reloads...I died so fucking much).
