Here is an article that explains it much better than I can. Vigilante justice is one reason that a sex offender should not be forced to register for the rest of their lives. There should be a cut-off date that if they have remained law abiding for a certain amount of time, they should no longer be forced to register. It's the same thing as being in jail, except without the bars and guards.

If everything is public record, then what difference does “being on a registry” make?

Registry means that your neighbors are INFORMED about your past.

Public record means they have to know your full name and look it up themselves if they are so inclined.

It's a lot easier to judge someone when a text is sent to your phone with all the particulars of their criminal past, than to get to know them, find out they are decent people and then take it upon yourself to delve into their public records.

Public records do not contain addresses. Only the sex offender registry reveals the address of the offender.
