Registry means that your neighbors are INFORMED about your past.
Public record means they have to know your full name and look it up themselves if they are so inclined.
It's a lot easier to judge someone when a text is sent to your phone with all the particulars of their criminal past, than to get to know them, find out they are decent people and then take it upon yourself to delve into their public records.

Does or does not public record include addresses?
Public records do not contain addresses. Only the sex offender registry reveals the address of the offender.
