The best thing he did was not shoot anyone that ran away. He only downed people that were a direct threat to his life. He even didn't put a round into the guy that tried to jump on his after he ran away.
His focus was 100% on people that presented a threat. I wouldnt have blamed him if he downed the other two guys that were thinking about attacking him with the others. But again he saw one put his hands up and the other one didn't move.
The one who got a round in the arm only got shot because Kyle saw his sidearm in his hands. Kyle did not hesitate.

Even if it wasn't self defense, there are still lawful applications of deadly force. These guys were all felons committing even more felony crimes.
