Do keep in mind the exact time frame this occurred was when military officials were openly attacking Trump. The contractors who are/were working aboard are not the random labor workers, most of that work is consulting. Since a ship nearly burned down, clearly the security on base needs to be improved, but contractors getting on base to work on a naval ship like that are not doing so without full background checks and a history with their respective company. And at this point, much of the "retard work" is being done by sailors as production employees won't meet those more strict requirements. There are still years left until it's ready to join the fleet again, it wasn't just replacing lightbulbs.
