Like all reorgs, you get to rehire the people you need and want. A lot won’t relocate so attrition can be an advantage. Allows right-sizing. Hinders burrowing by transfer. Frustrates lobbyists, hopefully. Utilizes the talent around the nation. Some agencies, like agriculture are better in the Midwest nearer its constituents. Most agencies are extremely bloated, except staff to the First Lady - that one was fixed a few years ago, haha

Get everyone away from each other so they cant get too cozy and chummy. Same concept why they move you to a new duty station every 3 years in the Army.
