The fireworks company isn't building single use mortars, they're trucking in their mortars as reusable infrastructure. The RNC didn't create a fireworks company from scratch to do a show, they hired the job out to a third party experienced in the business, who would have volume demands more than a few dozen chips per year.
You wouldn't have a single chip design for each altitude, you would use one design, then program each chip either prior to construction (cheaper to make) or at the moment of firing (more expensive with induction or IR programming as used on munitions, but you can measure muzzle velocity before setting the timer)
