I believe that card is only need for concealed carry, not owner ship. Illinois does not have open carry, so no one can legally open carry in Illinois, However im sure Illinois has exceptions for ranges, and recreation etc. so possession and use is still probably legal in the proper areas.
Yeah I'm not to familiar with illinois law, however I feel it's safe to assume that FoId card is extremely unconstitutional. The govt can not compile a list of firearm owners.. which I'm assuming that is explicitly used for.
In the instance of Kyle I'm sure his mother has it, but just like everything else laws change when you cross the state line
