actually it does affect gardeners too. I own a small landscaping business and most of my work was funneled from my company to gig independent contractors who would fulfill my landscape designs.
I'm just saying it applies to all industries. in CA all jobs under $500 don't require any type of license.
lots of legal immigrants are starting off with small "gig" style janitorial services where they are independent contractors to make money.
it hurts everyone. not just on a corporate level.
lots of landscapers starting off write themselves off as independent contractors so they can incorporate properly and pay taxes instead of working under the table
