Isn't DV offender in possession of a firearm a federal offense, though? Can't Barr start this process?

If he was convicted by the state, then he's violating the conditions of his state parole. DV charges are generally state charges, I don't think I've ever heard of the Feds charging someone with DV.

I could be wrong, I'm not a lawyer. TD needs some actual lawyers to become mods or post regularly.

No, DV is state, but the brady act makes possession after being convicted of DV illegal. It's the brady act that I think is Federal, not the DV statutes.
