Sadly this was the fault of the police as Kyle would have told them what happen and they should have taken him to be questioned. As they gathered the facts of what took place. They also should have held his attackers. The ones alive anyway.

Once they had gathered the fact then charges should have followed or released Kyle once they knew the facts.

Kyle should not have been sent home by the police he presented himself to. So because the police fucked up the investigation from the very start the charges have been voided.
