Specific rounds, when they hit, splinter and disperse into the cavitation. Shards and shrapnel from the round end up in all sorts of interesting places.

No, that's a myth. Though it will fragment (more energy transfer, multiple wound chanels) more easily than other rounds. It was picked because it was light (can carry more ammo), fast (easier to hit) and someone had friends in high places.

Only after it had been adopted did the tendency to fragment become apparent.
